Kitten Help!!!?

My cat of 4 years recently had a litter of 3 kittens. We plan on giving them away to a caring family, but I am concerned about one of the kittens. He is the runt and his tongue always sticks out. At first I thought maybe he was dehydrated but even after he nursed his tongue was sticking out. Do you think this is a serious problem or not.
