Yes the child should have had a seat belt, but maybe this officer was a bit harsh. You know, the law is the law and you broke the law. If all of lthe other things weren't involved would it have been the worst thing in the world to happen. You do realize that seat belts were not always in cars. I drove for over 50 years without seatbelts and no one in my car was ever injured. Children sat on parents laps or between parents and felt safe. I would be more concerned with how he was driving and how fast he was driving .
