SAT/ACT Scores through uc app or through collegeboard?

so I'm currently in a bind, I am taking my ACT in december 12 and I don't think I have time to send them in time to the colleges I want. Also will I have to report my subject test through collegeboard or through the UC application. I have it reported in the UC app, but do I still have to send it again to all the colleges? and will my December ACT scores make it in time to the colleges, since I put the planned date on the UC? rush dilivery? I was hearing alot of thing.. HELP PLEASE. and do I have to do the same FOR CSU schools?
